I have the honour to inform you that i have received through the Foreign Office a copy of a letter of the 15th February to Brigadier MacDougall from Miss Eleanor M. Minder, together with a copy of her memorandum regarding Puture Labour Administra- tion in Hong Kong. Copies of these documents are enclosed.
I should be grateful for your views on the recommendations in the memorandum. Kiss Hinder's proposals seem to me generally well adapted to the needs of Hong Kong, but it would, i feel, be important to make it clear from the outset that any body, such as that of which the creation is recommended in paragraphs 11-13 of her memorandum, would be limited to advisory functions and could not usurp those of the sxecutive. Reference is invited to pages 8 and 9 of "Labour Supervision in the Colonial empire 1937-1843" (Col.No.185) a copy of which is enclosed, concerning the work of Labour advisory Boards.
